
The California Syringe Exchange Network (CaSEN) was formed in the Spring of 1996 at the VIth North American Syringe Exchange Convention in Milwaukee, Wisconsin. CaSEN was formed by representatives of many of the syringe exchange programs in the State to discuss a strategy for addressing the Attorney General's attack on the Santa Clara County Exchange program. During this meeting it was decided to establish a regional organization to address the political and legal status of needle exchange in California and to establish a central forum for communication, networking, and problem solving.
CaSEN proposes to build a network of needle exchange organizations within the State to:
1) establish a communication and educational network;
2)
collect and disseminate information about syringe exchange, both
within the Network and to other interested parties;
3) work for
acceptance and support the advancement of syringe exchange; and
4)
assist individual programs in all aspects of development and
operation of syringe exchanges.
